Unable to add any Vital Sign components to form designer

Unable to add any Vital Sign components to the Vital Sign group when designing or editing a custom form. Tested with build 580. With build 554 these fields could be added to a custom form. Only work around is to enter data directly on Vital signs encounter screen.
