RDR reporting Unknown for patients who's case close date is on the end date of the report.

When users run the RDR, and have their patients case closed date end on the end date of the report, they are reported as "Unknown" instead of "Inactive". The calculated object Enrollment Status CADR needs to use a "less than or equal to" instead of "less than" when checking for the case close date. The user must either change the count after uploading on the web or change the the case close date to the day before the end date of the report. Since this is the RDR, We may need to discuss how to this fix since this change will affect the outcome of the RDR.
