Make DTUpdate 79.7 check for Nulls

DTUpdate 79.7 doesn't check for null values in the BusinessTierSettings.xml file.

For example, if the XML has this:

<local_number_storage>
  <description> </description> 
  <Value> </Value> 
  </local_number_storage>

...you get this error:

Source:  - The business tier is currently locked for the following purpose(s):
* Unable to update the Data Tier.  You will not be able to log in until the problem is fixed.  
Contact technical support so that they can view the event logs. DTUpdate 79.7 DTUpdate 79.7 failed
