Users can't get past the main menu if they setup/then remove security questions

If a user sets up the security questions and sets the required number of questions. They can still delete the questions. If they do so, no users will be able to get past the main menu. Workaround is to edit the requiredchallenges setting in common storage and restart the business tier service.
