Second page does not display once a permission change is added to the form

Two page forms in CAREWare are resetting page 2 of the from whenever a user goes and changes any permissions such as adding users to use the form. The second page resets to the position of 8,8 which makes it non-visible to the user because the page then sits in the same position as page 1.
