Removing permission to provider domain does not remove it from existing users

When permissions are revoked from the provider domain settings and permissions, the permissions for existing users in the domain do not change. The revoked permission can be granted to a user. And the permission revoked from the provider domain does not seem to be revoked when logged into the domain. The user who has the permission (revoked to the provider but granted to the user) can use the permission (edit or view data that has been revoked to the provider domain).
