How do I resolve the error 'Missing ChangeLog database -0000'?

Login to Central Administration domain (You will need an administrative account)
From the main menu go to Administrative Options>Change Log Operations
Click the "Rebuild Change Logs" button
Click "Rebuild Change Log"
Click "OK" when the rebuilding has completed
