HAB10 Performance Measure incorrect after turn of the year

The numerator for HAB10 is based on the field found on the annual review tab about Risk Reduction counseling and it is not using data from the previous annual review tab. Since the data on the annual review tab are not associated with a specific date, but only a year, the usual ability to look back 365 days from the end date is not available. The PM also uses HERR service to count risk counseling and that does work, but if the client has not had a service yet in the new year and no data have been added to the annual review tab, the measure will not count clients who do have screening recorded in the previous annual review tab.
