Get Domains for Regional User is returning all available users

Calls to 'ADM_PA_Get_All_Domains' and 'ADM_PA_Get_All_Domains_Compressed' are returning all the available domains instead of returning only those that the regional user is mapped to. Therefore, this is behaving like the way its supposed to for a Global User.
