Filtering change log date span does not return results

When filtering the change log screen by date span the filter will return no results for the time period. This normally occurs when the user filters for 1 day instead of a span. If a through date is used only then the day specified and all previous days are reported. If the from date is specified only, then the change log reports only that date.
