Annual Review data not shared on 3rd provider domain instantly

Annual review data including custom fields is rolled over to provider 2 from provider 1 but if client is added to provider 3 the data is not rolled over.
Client is entered on provider “A” then a service is entered and the annual review screen filled out. Then an internal referral to provider “B" is sent. When I switched to Provider “B” I accepted the referral and added a service. The annual review fields that I completed while in provider “A” all transferred to provider “B” I did the same process of putting a referral in as Provider “A” to Provider “C.” I accepted the referral as provider “C” and added a service, this time however the completed annual review fields were NOT populated. I deleted the fake client account in provider “C.” Then chose “Add Client” in provider “C” found the fake account that is in provider “A” and “B” and added the account to provider “C.” I added a service and clicked on the annual review tab, again none of the fields had any information.
