All activated fields do not display on custom subform tabs

If you have 20 active fields on custom subform tab, then text fields 19 and 20 will not display and text fields 17 and 18 will only show half a text field. All other custom fields will display a scroll bar allowing the user to scroll up/down on the custom tab. The text fields are not displaying the scroll bar. This is similar to the fixed bug in build 428/TTP # 1542 regarding custom tabs.
