ADAP Enrollment Status changes back to Active once case closed date is set. This is the order:

  1. Set the client's enrollment status to case closed/inactive
  2. Set the case closed date
  3. The client's enrollment status then changed back to active
  4. Change the enrollment status again
  5. Verify the case closed date remained
