Unless user has Central Admin permissions, granting permission to Run Service Detail Reports does not activate the report button for the user. Central Administration users who have the permission granted in a provider domain do have access to the Service Detail Report button. But ordinary provider domain users do not. Service Detail Reports are not a permission that can be granted for Central Admin domain (under Central Administration users and permissions). Work around is to grant Central Admin domain to the user, with limited permissions (remove Global User permission). But this is awkward.
