Upgrade from build 449 to build 517 generates error

» Upgrade from build 449 to build 517 generates error

When upgrading from build 449 to build 517 an error occurs. Error states "An error occurred while attempting to start the business tier service: Cannot start the business tier service." The business tier service started without issue and is running when the error occurs.
