Performance Measure Client List/Annual Review Year uses wrong date

» Performance Measure Client List/Annual Review Year uses wrong date

Performance Measure Client List based on Field Selection always uses current year for Annual Review data. I checked with Jeff, who said we should change it so that it uses the Performance Measure as-of date.
