Page History: Freeze upon attempting to open Manage Report Field Restrictions

Looks like we have a bit of a glitch here. I clicked on Manage Report Field Restrictions and got the error below but the User Manager applet froze up completely also and had to be closed. I know I will need to give myself permission for group operations but the applet shouldn’t freeze and look like it did below. (She included a screen shot that showed head icons with missing names -- no user identified)
